The Ringgold County board of supervisors held a public hearing on the county’s FY22 budget Monday, March 8.
During the hearing the supervisors explained the county was able to remain within the 102 percent maximum growth in tax revenue required by Iowa Senate File 624.
The growth restriction limits the county to approximately $69,000 in increased tax revenue.
Due to the limitation on revenue, the overall levy will decrease from $9.75262 in FY21 to $9.40659 in FY22.
As in past years, the budget’s general basic rate of $4.10 per thousand valuation continues to exceed the statutory cap of $3.50.
Concerning salaries for elected officials, the supervisors settled on a 3 percent increase, one-half of the 6 percent increase recommended by the County Compensation Board.
The supervisors recognized the effort of Ringgold County Conservation Director Kate Zimmerman to secure significant grant funding for the Liberty Lake project.
They also mentioned funds from the Local Option Sales Tax will go toward repairs at the parking lot at the Law Enforcement Center.
The supervisors summarized contributions to several groups and organizations:
• $40K – Emergency Management
• $20K – Ringgold County Fair
• $25K – Ringgold County Development Corporation
• $9K – MATURA
• $18K – Daycare facilities – Family Resource Center in Mount Ayr and
Tina’s Tots in Diagonal
• $4,500 – Ringgold County Historical Society
• $5K – Southern Iowa Trolley
In addition, the county is required to contribute $5,696 to the Southern Iowa Council of Governments. The fee is based per capita.
Another $20,708 is earmarked to the Soil and Water Conservation District.
Other non-discretionary spending as outlined in Iowa Code goes to the medical examiner, juvenile services, court-ordered services, general assistance, public library, and environmental health.
