The Mount Ayr city council authorized entering into a $600,000 loan agreement and approved the third reading of the revised stormwater ordinance at a special meeting Wednesday, July 16.
Loan agreement hearing
No one was in attendance for a public hearing related to borrowing up to $600,000 for street and storm water drainage improvement projects.
The council proceeded to approve Resolution 2025-23, authorizing the City of Mount Ayr to enter into a 2025 General Obligation Loan Agreement, and providing for the levy of taxes to pay the same.
Stormwater rate adjustment
The council approved the third reading of the stormwater utility ordinance adding $1 to the flat fee for each parcel of land described within the ordinance.
The flat fee for single family residential properties will be $3.50, inclusive of adjoining parcels, and $2.25 for undeveloped parcels that are not adjoining.
Agricultural properties will also be charged a $3.50 flat fee.
Multi-family residential properties will be charged $3.50 for each individual dwelling unit on the property.
Commercial or industrial parcels will be charged $7 for up to 1 Acre, and $13 for parcels over 1 Acre, inclusive of adjoining parcels.
The revised ordinance will go into effect after it is signed and approved by Mayor Steve Fetty, and officially published in the Mount Ayr Record News.
City Administrator Brent Wise estimated the stormwater increase would generate somewhere around $15,000 each year to help fund four stormwater projects that have been identified.
Other business
In other regular business, the council approved:
The resignation of Matt Starmer from the park board;
Appointing Nici Minnick Thomas to the park board at her request;
The low quote of $49,420.60 plus a $125 rear end lighting package from Karl Chevrolet to purchase a new truck for the fire department.
The council tabled a request to share the cost of a Ringgold County road resurfacing project (Lake Road). Initially the Ringgold County Secondary Roads department planned to resurface West Street heading north to the fish hatchery road. After residents requested extending the project to the north entrance of Loch Ayr Lake, The City of Mount Ayr was asked if they would contribute $8,000.
The council took no action on a request to pay for 50% of a personal property survey conducted by Mike Wik.
The next regular meeting of the council will be Monday, July 28 at 6 p.m.
