A 90-day waiver for open enrollment was denied, and two people were hired at a special meeting of the Mount Ayr Community Schools board of education on Wednesday, March 27.
The meeting began in closed session with a family to review or discuss records authorized by state or federal law to be kept confidential, in accordance with Iowa Code Section 21.5(1)(a).
90-day Waiver
Upon leaving the closed session, the board voted to “disallow” the family’s request for a 90-day waiver for open enrollment.
Director Lynch made the motion to deny the request for a 90 Day Waiver for Open Enrollment, and the motion was seconded by director Elliott before unanimously passing. Schuitema abstained from voting, and no reason was given regarding their decision.
The general transfer rule (Iowa Admin. Code r. 281-36.15(3)) prohibits a student athlete from participating in varsity athletics for 90 school days (not including summer school) after transferring from one Iowa High School Athletic Association (IHSAA) or Iowa Girls’ High School Athletic Union (IGHSAU) member or associate member school or school district to another, unless an exception applies.
The following four exceptions would have allowed a waiver:
If the student participates in open enrollment because of circumstances that meet the definition of “good cause.”
If the board of directors or superintendent of the district of residence issues or implements a decision that results in the discontinuance or suspension of varsity interscholastic sports activities in the district of residence.
If the board of directors of the district of residence and the board of directors of the receiving district both agree to waive the ineligibility period.
If the student’s district of residence had a voluntary diversity plan in effect on January 1, 2021, and applicable to the school year beginning July 1, 2021. (Iowa Code § 282.18(11)“a,” as amended by HF 847)
Personnel
Amanda Cannon was hired as a district administrative assistant starting in mid-April, and Gail Thatcher was approved as head volleyball coach for the 24-25 school year.
Two volunteer softball coaches, Alexa Anderson for MS and HS softball, and Brookelyn Vos for MS softball were also unanimously approved.
